From a tender sent to ten organisations asking them to respond to our invitation to tender, we received three responses. The LEA Steering Group, made up of the Local Authority, South West Observatory and RDA staff, completed a tender assessment scoring exercise. On the basis of this, two consultancies were interviewed. The steering group was impressed by the calibre of both consultancies and it was felt that either could have met the objectives of the brief. It was understood that the success of the project would depend on initial planning and ensuring a strong understanding of the client group requirements; would require wide buy-in; and the technical output of the project would be crucial to ensuring the project is used. Overall, SQW Consultancy were felt to have the edge. They have been offered and have accepted the FEMA contract.
